7/25 and 7/28 Notes, Texas and LAD (AA) Pitchers

Brief notes on pitchers of interest from 7/25 and 7/28 games between Frisco and Tulsa.

RHP Jerming Rosario | Role: 35+: 22-year-old starter struggling with command in AA. Narrow built with long levers, no visible strength and hard to see him making meaningful gains. Stiff stride with rotational effort, falling off to glove side — lacks body control and struggles to sync everything up, lending to his absence of command. Short, deceptive arm action into a generally high 3/4 slot with good armspeed, but inconsistencies to the delivery drive significant release point variation.

4-pitch-mix with a FB at 91-96, some carry but shape varies with his slot (cutting at times) — velocity waned as outing progressed, likely resulting from his lack of physicality. Most frequently used secondary was his SL at 83-87, gyro shape and showed solid dive at best — but zero consistency and extremely long road ahead to actually play as average in the big leagues. Best secondary is his CH at 83-86, didn’t use particularly often but at best showed plus fade that will miss bats against LHHs if he can develop any semblance of command. Fringy CB at 73-78 that showed some depth with variable shape, won’t create swing-and-miss but provides a lower velocity offering to keep hitters off-balance. Effectiveness was completely hindered by lack of ability to locate, and given the delivery and body control hard to see him achieving passable ML command. 

Solid pitch-mix with plenty of time to develop given age/level, but believe his poor foundational athleticism and physicality will prevent those developments and hold him to an up-down relief role. If FB ticks up in short stints and he can actualize even below average command, has a chance to be a low-mid leverage ML reliever. More variance than typical with this projection given youth, depth of arsenal, and present starting role.

RHP Ricky Devito | Role: 35: Righty reliever with intriguing pitch-mix but significant strike-throwing issues. Works from a 3/4 slot with plus arm speed, effortful delivery that he often loses control of as he falls off to his glove-side.

FB 96-98, relatively generic shape but comes in fairly flat at the top of the zone, helping him generate swing-and-miss there. Several secondary shapes: CH at 87-89 showed above-average with maintained arm speed and solid two-plane action; Sweeper at 81-85 featured above-average glove-side action at best; Gyro SL at 87-90 flashed average dive but has a tendency to flatten out; CB at 80 was little used with mediocre shape, a get-me-over type offering. Was able to locate in his first inning of work, but totally lost it in his second inning — working with a 9.08 BB rate at AA as a nearly 26-year-old makes it hard to believe his command will ever play in the big leagues. 

Combination of potency and variation to his arsenal will keep hitters off-balance, but hard to believe he finds the strike-throwing ability to consistently succeed at the ML level. Worth rostering in the upper-minors, as the quality of his offerings creates real relief upside if he ever develops even passable ML command. Has enough athleticism to keep working at it, but hard to bet on it materializing.
